The work of the Jilha Pariviksha ani Anurakshan Sanghatana Sanchalit, Nirikshanagriha/Balagriha, Chhatrapati Sambhajinagar is governed by comprehensive legal frameworks and government policies aimed at ensuring the highest standards of child protection, care, and rehabilitation.

1. Legal and Regulatory Framework

Our operations strictly adhere to the following statutes and acts:

Juvenile Justice (Care and Protection of Children) Act, 2015: This is the primary law governing our work.

Children requiring care and protection (C&P), such as orphans, destitute, abandoned, and child laborers, are admitted through the Child Welfare Committee (CWC) under Section 2(14).

Children in conflict with the law (CCL) are admitted to the Observation Home through the Juvenile Justice Board (JJB).

Bombay Public Trusts Act, 1950: The organization is legally registered as a Charitable Trust under this act.


2. Government Recognition and Funding Policy

Recognition and Capacity: The institution holds official recognition from the Commissioner, Women and Child Development, Maharashtra State, Pune, for a sanctioned capacity of 50 children (Observation Home: 15, Children's Home: 35).

Mission Vatsalya Scheme (मिशन वात्सल्य): The institution receives financial assistance for operations and staff.

Government Grant (अनुदान): Grants are received from the Women and Child Development Department, Maharashtra State, Pune, to cover the basic needs of the residents (per child maintenance) and staff salaries.

ICPS Scheme: The institution has been receiving grants through the Integrated Child Protection Scheme (ICPS), now integrated into Mission Vatsalya, since April 2012.


3. Rehabilitation and Aftercare Policy

Rehabilitation (पुनर्वसन): A key policy focus is on rehabilitation, including:

Tracing parents/guardians and restoring children to their families.

Providing a continuum of care by transferring children who turn 18 to government Aftercare Homes for further education and rehabilitation.

Skill-Based Training: The policy mandates vocational training, including computer and music education, to ensure children are prepared for independent living and employment.
